Shyan Kirat Rai is a Ph.D. candidate at the Centre for Urban Science and Engineering (CUSE), IIT Bombay, India. His doctoral research deals with electronic governance. He is working in the development of a Government to Government (G2G)  framework for better communication and allocation of volunteers at the time of disaster. He completed his Masters’ degree in Computer Science from National Institute of Technology, Tiruchirappalli (2009).

His doctoral research entitled ‘Government to Government (G2G) framework for better allocation of volunteers during the post disaster scenario’ investigates the condition of Government response at the times of disaster in Nepal. He is doing the research under the support of the DAAD Regional scholarship program for Nepal, Bangladesh and Bhutan. His research looks into the communication mechanism between various government agencies involved at the time of disaster response. A four channel crisis communication mechanism is considered in the development of the G2G system functionality. A field based survey was conducted among the government officials of Nepal Government working at the ministries to get their feedback in the use of ICTs in the government routine works. Structural Equation Modelling will be used to analyse the survey output to formulate the best fit G2G model that can be used at the time of disaster too. Stable marriage algorithm is used in the volunteer allocation at various incident places.
